OBESITY: WHAT IS A FAT TAX?
The concept of a fat tax has been put forward in several countries. The principle is that as fat is so clearly implicated in the development of overweight, any foods that carry high levels of fat should be subject to extra taxation to discourage their manufacture and purchase. The protagonists of the fat tax propose that any fiscal gains from such a tax be used to finance improved provision of healthy food choices in poorer areas. The opponents of the argument point to the fact that the people who are most likely to incur this fat tax - the obese - are more likely to be in the lower socioeconomic groups and that the fat tax is therefore a proposal to further tax the poorer members of society. In addition to the complex logistics that would be required to administer the tax, it is highly likely that the food industry would be able to circumvent the tax in due course. In any case, it is unlikely that a few pennies added to the cost of a hamburger would have any significant impact on the development of obesity at a national level.
Other proposals have included tax rebates for people who are engaging in formal sporting activity, for example a partial rebate on their gym subscriptions. However, there is no evidence to support the concept that such tax advantages would encourage increased physical activity and the inverse argument to that for the fat tax applies here - those most likely to benefit from such a tax rebate would be those who are already high earners and already able to afford gym membership. The logistics of such a proposal would be highly likely to negate any advantage.
